You will get a notice that your account is in need of attention. I had this happen when I got hit with a huge chargeback and they "held" the funds until they confirmed my tracking number for the transaction. It took them almost a week. They guy received the items and hit me with a chargeback the next freaking day. He would not reply to emails...surprise, surprise. I transferred funds from my bank account immediately to cover the difference as I wanted to use my account. Getting back to your question. I don't know how long that will go before they begin collection procedures. Probably 30 days. But I do not believe they can simply go after your bank account or credit card. I do believe they need your approval to do that, credit card only. No way they can deduct from your bank account. So, in short, no, they cannot simply hit your bank account or charge card. They have to go after you via a collections department or agency to get their cash. And you can damn well bet they will.

Your bank might insist on charging overage fees (similar to bouncing a check) when the amount isn't available to transfer.Since I haven't had it happen (and only had to dispute some things that didn't arrive) to me I can't say for sure how it will all play out. I would suggest rereading the EULA for paypal though because I'm pretty sure you agree to let them access your account if something like this happens.

The most they can do in the UK is set your account into a negative ballance and freeze access to your account until such times as your account is brought back into credit. They can however claim funds sent to your PayPal account from subsequent transactions, and search their accounts for other PayPal accounts held by you and freeze those also. As regards making an unauthorized withdrawl from your bank account or a credit card on your account, in the UK that is a big no-no.
