That's the only thing I can seem to find on the DragonDex that seems to fit:

That would have been in issue #159(on page 20) which puts it in about the time frame that you are looking for here.  If that's the case, finding a Dragon that late shouldn't be too hard or too expensive to find.  Maybe $5-$7 all told, including S&H.

I think the one you are referring to is from Dragon #67.  The adventure is called Fedifensor.  I remembered the picture of the floating fortress but couldnt remember the number of the issue.  Had to look that one up.

YES!!! That's the one: Fedifensor. The name had completely escaped me. Thank you guys for stopping from from going completely insane trying to remember it.

I have one great Fedifensor memory. The party I was running at the time at the one eternally stoned player who never really contributed, but was always good for rolling dice and playing along, a good guy but just out of it.  He was famous for one night forgetting a magic item that would have saved the entire party's bacon, because he had written it on the back of his character sheet instead of the front, and thus forgotten...!  I was running them through themodule and they were disguised as Githyanki and inside the fortress.

Anyway, my memory is hazy, but the party was in deep do-do, inside the Githyanki fortress, and their disguises had failed.  Suddenly, stoned guy's fried brain synapses spark, and he has a really great idea, he ESPs a githyanki guard about what he fears the most, polymorphs into that shape without being seen (which turns out to be a superior Githyanki boss type), and then bullies and bluffs his way out of the fortress saying the party are his prisoners. The rest of the players were in shock, this guy's only contribution was a typical "Dude, you got anymore beer?" in his dope induced haze every game night.  Anyway, after some of the best roleplaying I've ever been a part of, stoned guy takes charge of the entire situation, gets the party out of the place with their prize, and manages to lead them to victory without losing any party members. The rest of the players were shocked to say the least.

Next time we played, it was back to laconic dope guy who just rolled the dice when you prompted him.  But for one shining moment, Fedifensor brought out the best in this guy!
