Because I'm stupid: can a seller refuse to offer shipping methods? I mean, can they force you to pay for X when Y is much cheaper?

Hey, that's it -- I'll offer some ultrarare/unique powerhouse, include a $1000 'shipping cost' for a plane ticket, and deliver it myself. What a selling point -- you rent me for 8 hours as part of the deal!

actually good you brought this up - i do this all the time as a seller and i get  a LOT of requests from the US.

frankly, i HATE shipping surface mail (prb as close as the UK gets to M-Bags) - not only does it take at least 6 weeks, its also uninsurable, so i won't use it.

also as i dont have any faith in Paypal or the chargeback scenario, saving something going missing, i just don't allow it, simple as that. i am straight up front about it. i would rather you have the stuff in 5-10 days and i will insure it if necessary, as the value of an item is worth it - normally the seller is understanding about it but i have no doubts i get rated accordingly (ie. downwards). but to be honest i dont care - i would rather the item get there safe and quick, simple as that.

but in answer to your question, yes the seller has the right to dictate that.
