On ebay nowadays the buyer has all the power.  If at any time you feel uncomfortable about the transaction, as others said, you can cancel. Coug cannot leave negative feedback for you so all threats are useless, all the can do is ban you from his auctions.  

If the package arrives at your place with postage due, you can refuse it and do a chargeback at paypal for your money (You can declare not as described or excessive shipping as reasons) and you will be refunded fully. Remember the seller can threaten but in the end is powerless to do anything but ban you from their auctions, no matter what they tell you.

BTW. a little known fact, you can leave feedback even if the transaction is not consummated.

Coug is a UK seller of RPGs for long, long years.  Before Ebay tightened up their rules (ironically, precisely because of sellers that conducted business like Coug), he was well known for engaging in many shady business practices like overcharging on shipping, shipping items not in the condition stated, shipping different items than ordered; leaving negative feedback to buyers and sellers who didn't do exactly what he said, browbeating customers and sellers with incessant emails and threats, and much more.  Coupled with a totally repellent and annoying personality and a tentative at best grasp of the english language that bespoke of a 3rd grade education, he would often boast on this forum that he was basically untouchable and would conduct business as shadily as possible and if you didn't like it, tough.  BITD, He was the one RPG seller you would tell everyone to avoid.  Since Ebay changed their policies to give most of the power in transactions to buyers, he's fallen in line and attempted to conduct himself properly for the last few years rather than go out of business. Coug is basically a pussy....cat now, he's been defanged by Ebay, but still someone you might want to avoid.

And not forgetting his policy of buying bulk auctions in the U.S.A, talking the seller into cheap Mailbag postage deals that were untrackable. Then on recipt
of goods he would do a paypal chargeback and keep said goods, falsely
claiming that he did not recieve them. He did this on a number of RPG sellers who frequent this site. That was what started all the original Anti-Coogie postings.

He stitched me up on my second bulk buy. Never sent the items, but they were relisted again by Coogtard after he pretended they were lost in the post! Something he does quite regularly.

My email popped up an update to this thread........

"UK P&P, you can thank a few idiots for my now newly blanket free P&P. I will be happy to supply ID's upon request. Why is free P&P bad I hear you ask? Well there is of course no such thing as free P&P, it HAS to be paid for somewhere. So its added to the initial cost of the item. Which of course raises the eBay fee, which of course adds to the total cost. As there is no P&P there can be no P&P combination discount. So you see that's to the idiots leaving low DSR's forcing me to give free P&P, all buyers lose out three fold, no combo, higher costs, extra fees. Sure you will want to thanks them. The big picture is usually blind to them. But why do they care? They are blocked now. "

His obtuseness is unmatched. It was precisely his aberrant business practices (and others like him) that forced the DSR system upon buyers.  He has no one but himself to blame. And nice to see his communication skills still are less than my grandsons. What a human turd.

No question about it.

However, he does actually stumble upon something that I have to agree with. Ebay has fk'ed over sellers with the DSR system. It is supposed to be a realistic measure of performance in regard to shipping costs, ship time, etc. But people don't leave accurate DSR numbers across the board if they feel they got slighted on one of the four. If they think the description was not accurate, they leave low numbers on all four even if there was no problem with communication, shipping cost or delivery time. Plus, free shipping is a joke. The cost gets added to the cost of the item, ebay and paypal take a cut, so you have add even more. Then some jerk decides to leave you a low score on shipping cost because you did not respond to an email within five minutes of receiving it. It is a scam. On that, I agree with the Coug. But just because ebay fails to police their sellers correctly, everyone gets jammed. If ebay only followed their own rules, Coug would have been gone long ago.

Is it possible that Dave has reformed?  His feedback rating is 100%.  He has high marks for customer service.

Even taking into account various feedback scams to manipulate the system, his current status seems pretty good.  And this is true in spite of the fact that seller feedback extortion is no longer an option on Ebay.

Could Dave have turned over a new leaf?

He has to the extent it was done at virtual gunpoint.  The current Ebay system is totally buyer focused and a seller must cater to their every complaint and need or risk being booted.  I'm sure behind the scenes there are dozens of "Block Wipes" when a customer is pissed and threatens to leave bad feedback or a chargeback and Coug must refund them.  I don't think Coug's personality has changed a wit, but he's a pragmatist enough to realize he can't do business as he did in the past. Nice to see, however, his English language prowess has remained unchanged.

Completely agree with Badmike on this.  I've been watching him for years, he has not changed - Ebay changed the way he opereated.  He can't get away with the things he used to do.

I realize that Ebay has done things that frustrate sellers.

From a customer point of view, the changes were long overdue.

Dave's altered Ebay presence and change of tone is a good example of he benefit for customers.

True.  It's because of ass bags like Cougar that we have the current draconian state of affairs, because they pushed the envelope so far one way Ebay had to push it back even farther the other way.  BTW, more changes coming this year!  All sellers have to offer one day shipping and handling on all their items by the fall.  Sheesh.  Thanks Coug!

Since it's pretty clear this guy is an asshole -- or has been in the past anyway -- are there any other eBay seller IDs that he uses?

It'd be good to know for any of us to know about a seller with really bad business practices and ethics.
