Was the market really that bad at one point for D&D?  The last clearance price tag visible on this D3 is 73 cents…because it didn’t sell at $1.47!  How times have changed…

Yes.  TSR had excessive inventory and it was right in the middle of a significant recession, which resulted in a market that was saturated with products.  TSR was also making some pretty poor decisions during this time.

Supply & demand at work.  Good for anyone that wanted a bargain, but detrimental for TSR.  This was during a time when these items were really not considered collectible, so once most people had a copy, they didn't need another one.

Sadly, a lot of excess inventory was probably trashed/pulped.

I only see two sheets of cards, and I am fairly sure there are more (especially since most of the ones shown are blank).

Bad pictures or is it heavily stained/faded?  I was trying to figure out how this flew under the radar without being noticed.  Nice catch Doug.

It's definitely not in the best of condition, but it does appear to be complete.  This one might represent an opportunity for someone that can't or doesn't want to spend top-dollar to get one for their collection.

Some of the flaws can probably be addressed to improve the condition (cleaning and pressing).  It would have certainly had bids by now if it wasn't for the the higher starting price.

Other than what appears to be observable from the pics, some of which should have been better quality, here are most of the seller's comments:

Condition- some wear with creases in some pages
No significant damage, some bent corners
Note that there is a tear in the bottom of the folio, as well as some yellowing on the cover.
Printed on quality paper. Pages have the right age and slight yellowish tinge to them.
Please note that picture 20 has shadowing cast by me while photographing. The page has even color.
Please reach out if you need additional photos or closeups of anything in particular.
