Yes, that's what it appears to be.  There were only 75 of those printed, for research purposes only.

Frustrating to see someone trying to conduct a $1000+ sale with zero seller feedback and wacky terms which almost certainly violate the eBay user agreement.

EDIT: I looked this up and he is not violating the terms if he cancels with more than 12 hours remaining.

Any guess as to whether or not this is someone using an alt account for these shenanigans or is this really their first time on eBay?
