Mod or a soft cover Rule Book with a blue label, I'm going to assume they are not doing this with regular submissions. I think this piece somehow fell into the Signature Series program and was done as a magazine.
They're easy enough to contact I think. If I was a member, I'd just get a hold of them and ask or put the question on the Ask CGC section of their Forum. They'll definitely be at all of the Comic Conventions this year, someone can find out for certain soon.
Their site says that they only do comics, magazines, posters and lobby cards. They were questioned (albeit 3 years ago) and a Rep stated adamantly that they do NO hard back books, even comic related ones. So we can forget about getting any of those done by them.

I've never been a fan either for exactly the reason you gave. I will admit though, for a few comics that I have, it would be stupid of me to NOT have them slabbed if I ever sell them. The difference in what you get for the right books slabbed vs not-slabbed can be astounding.

I'll say sorry up front for picking and choosing the statements in your comment but I'd like to use it to bring up something I wasn't aware of before. Part of the
CCG Group now includes the Collectibles Authentication Guaranty (CAG) which does authenticate collections of importance which can include many other things. I saw that they did a collection of Neil Armstrong artifacts (their first collection). It seems that this Service is more for Museums and holders of "important" collections. Does that mean that they don't know who Gygax or Kask are? I don't know. This may still be too niche for them.

I do agree wholeheartedly with your statement. Like it or not, the proof that these services have added value to comics, coins, and stamps is undeniable. I'll make an assumption that when the Neil Armstrong Collection is sold off soon, that having CAG authenticate the items will matter too.
I do want to say a something about NGC (for Coins). They are not considered by top Collectors as an authoritative coin grading service, PCGS is. PCGS is also the first Coin Grading Service.
I have had it pointed out to me multiple times about the flaws in grading that NGC consistently does when we have them in the Auction I work at. The prices realized on them always reflect this. No surprise that PCGS also charges more than it's competitors, but they are the "Gold Standard".

I haven't but know people that have. They do as good a job as anyone and better than many. There are a very few mechanics out there that are better than them, but they're doing a lot more than pressing and cleaning (unethical stuff).
The problem that comes up a lot is when it comes to the grading side.
If you have the conservation work done by them it's considered by them to be a "proper" restoration. If you have someone else do the work, it's always "improper". A lot of people see a conflict of interests with affiliated companies doing that. People have called them out on that frequently for unethical practices in regards to this and I am in agreement.
